About the Project:

DELIBERATE develops and applies deliberative participation formats that enable citizens to engage thoughtfully with democratic questions in a structured and inclusive way. The project is built around processes that prioritise listening, collective reasoning, and informed exchange rather than one-off consultation or symbolic participation.

Its activities are organised to support gradual engagement: from initial orientation and trust-building, to deeper deliberation, reflection, and synthesis of perspectives. Particular attention is given to accessibility, facilitation, and safe spaces for dialogue, ensuring that different viewpoints can be expressed and explored on equal footing.

Through this process-based approach, DELIBERATE contributes to strengthening democratic culture by supporting citizens’ capacity to deliberate, articulate positions, and engage constructively with complexity in public decision-making.
